Congress president Mallikarjun Kharge will open the arguments, and Rahul Gandhi will deliver the concluding address, according to reports of Thursday’s planning meeting.

The programme is planned at Kharge’s official residence at 10, Rajaji Marg. Opposition leaders call it a “public impeachment”, but that description carries political rather than constitutional force. The gathering cannot remove the Chief Election Commissioner or replace the parliamentary process required for removal.

What the organisers have announced

The New Indian Express reported that alliance leaders finalised the arrangement at a meeting on Thursday. Participants included Congress representatives and leaders from other opposition parties. The organisers intend to hear from political parties, civil-society participants and people who say electoral-roll revision has affected their voting rights.

A PTI report carried by The Tribune also identified Kumar as the presiding figure, with Kharge initiating proceedings and Gandhi concluding them. These accounts establish the announced programme; they do not establish that the event has already taken place or that its allegations have been proved.

NDTV subsequently reported a change from the original mock-Parliament format. Instead of arranging government and opposition benches for a staged debate, the organisers plan a sequence of presentations. Its account described speaking slots for alliance representatives and testimony from affected individuals. Published accounts differ on the starting time, so participants should consult the organisers’ latest notice.

Why electoral rolls are at the centre

The opposition’s campaign focuses on the Election Commission’s Special Intensive Revision of electoral rolls. Congress and its allies allege that the exercise has excluded eligible citizens and undermined confidence in election administration. The October 30 programme precedes a separate opposition rally planned for November 1 at Ramlila Maidan.

The Election Commission and government reject allegations of electoral manipulation. Their stated position, reported by the Associated Press during earlier protests this month, is that revision is intended to remove duplicate and ineligible entries while retaining eligible voters.

Those competing positions require different kinds of evidence. A person’s account of difficulty securing registration can identify a serious grievance. Establishing systematic partisan discrimination requires examination of records, procedures, reasons for deletion and remedies available to affected voters. A political gathering can publicise such questions, but cannot by itself settle them.

The disputed change of venue

Congress says it moved the programme after arrangements at the Ashok Hotel and Ramlila Maidan were obstructed. Party general secretary K C Venugopal alleged that preparations were stopped despite bookings and permissions. That remains the opposition’s account of the dispute.

Police sources offered a different explanation in reporting by The New Indian Express. They said Congress had applied for the November 1 rally, but had not submitted a separate permission request for the October 30 programme. They also said the rally’s law-and-order no-objection certificate had not been withdrawn.

The distinction matters because a booking, permission from a land-owning authority and a police clearance can serve different purposes. The available reporting does not include the complete application-and-correspondence record for both proposed venues. It therefore does not support a definitive finding that every required permission existed, or that every refusal was justified.

What “public impeachment” can achieve

The Constitution gives the Chief Election Commissioner protection against removal through ordinary executive action. Article 324(5), also discussed in the Supreme Court’s 2023 Election Commission judgment, links removal to the manner and grounds applicable to a Supreme Court judge.

Consequently, an opposition resolution at a private residence has no direct effect on the incumbent’s tenure. It may articulate a demand for accountability, assemble testimony or support a subsequent political campaign. It is not a court judgment or a completed parliamentary determination.

This legal distinction does not diminish the public importance of electoral complaints. It explains which institutions can investigate facts, offer remedies or make binding decisions. Readers should assess the event as advocacy and testimony, with its claims tested against documents and responses from those criticised.

The wider political stakes

For the INDIA bloc, the programme offers an opportunity to coordinate parties around a shared institutional grievance before the November 1 rally. Meira Kumar’s former parliamentary office gives the proceedings a recognisable presiding figure, while Kharge and Gandhi’s roles connect the initiative to the opposition leadership in both Houses.

For the commission, the dispute places additional attention on the transparency of revision procedures and the treatment of individual complaints. For the government and BJP, the challenge is to defend their position without treating criticism of election administration as proof of bad faith.

For voters, the practical issue is whether an eligible citizen appears correctly on the relevant electoral roll and has access to an effective correction process. Political declarations alone cannot answer that individual question.

What remains to be established

The October 30 proceedings had not occurred when the reports reviewed for this article were published. Attendance, testimony, the final resolution and any fresh institutional response must therefore be reported as subsequent developments.

The immediate verified development is narrower: opposition parties have announced a symbolic event, assigned its principal speaking roles and selected Kharge’s residence as the venue. Claims about unlawful deletions and deliberate obstruction remain contested and require further evidence.

Sources and credits

The New Indian Express — October 29 planning meeting

The Tribune / PTI — announced speaking roles

NDTV — revised programme format

The New Indian Express — venue dispute and police response

Associated Press — commission and government position

Supreme Court — March 2023 judgment

Reporting based on the linked sources available on 29 October 2026. More Politics news.

Meira Kumar will chair the INDIA bloc’s October 30 CEC protest.
